The Board of Trustees met at the Medina Township Office
located at 10628 N. Galena Road, Mossville, Illinois on November 11th, 2020
Purpose: Regularly Scheduled Board Meeting

Other Officials and Township Staff Present: Mark Brabant, Assessor

Call To Order: Supervisor Dawson called the meeting to order at 6:00 PM.
Minutes:
Clerk, Garner, presented the minutes of the Regular Board Meeting held October 14th, 2020. Supervisor Dawson moved to approve, as presented, seconded by Trustee Clinch; followed by a unanimous “Aye” voice vote.
Community Policing Report:
Deputy Lauber advised that it has been quiet in the township as weather has grown colder. He advised that he has enjoyed being the Community Deputy, but he is not continuing the position as he is moving to first shift. A new deputy will be appointed for 2021. The board extended their thanks for his service to the township.
Public Input:
Supervisor Dawson recognized resident, Clayton Walenta, who questioned the General Assistance Fund. Supervisor Dawson advised that the fund was created by state statute. The township provides funding and has retained an independent contractor to process claims for General Assistance. The township reviews expenditures but does not process claims.

Supervisor, John Dawson:
- Investment Report: The Investment Report ending on November 11th, 2020 was previously presented to board.
- Supervisor Dawson advised that Beverly Thieben recently passed. The board recognized her years of dedicated service to the township and extended condolences to her family and friends.

Old Business
Discuss and vote to provide a health benefit at least equal to the Local Government Health Plan for term May 17, 2021 through May 18, 2025 for Supervisor position: Supervisor Dawson presented recommendation to extend health benefits for Township Supervisor. After discussion, Trustee Clinch made motion to provide health benefits at least equal to the Local Government Health Plan for the term May 17, 2021 through May 18, 2025 for the Township Supervisor and their dependents, seconded by Trustee, Molohon. A roll call vote was taken by Clerk, Garner, with Supervisor Dawson, Trustees, Parr, Gudat, Molohon, and Clinch voting “Aye”. The motion unanimously passed.
Discuss and adopt the capitalization policy:
Supervisor Dawson presented proposed capitalization policy under Resolution TWN-2020-01 with supporting documentation. After discussion, Supervisor Dawson moved to approve TWN-2020-01, as presented, seconded by Trustee Gudat; followed by a unanimous “Aye” voice vote.
Supervisor Dawson presented proposed capitalization policy under Resolution RD-2020-01 with supporting documentation. After discussion, Supervisor Dawson moved to approve RD-2020-01, as presented, seconded by Trustee Parr; followed by a unanimous “Aye” voice vote.
New Business
Dr. Zwicky – Medina Trail: Supervisor Dawson provided update on Dr. Gary Zwicky request. Trustee Parr advised that Dr. Zwicky had a conflict and was not able to attend the meeting sending his regrets. Trustee Parr presented Plat of Easement provided by Dr. Zwicky and explained issue with encroachment on township’s trail. The property owner prior to Dr. Zwicky installed the retaining wall. Dr. Zwicky would like to resolve the issue for subsequent property owners. Supervisor Dawson with follow-up with township legal counsel to discuss options for resolving the issue and present to the board.
Pay Township Bills
Township/Road District Bills Audited: All bills of the Town and the Road District were approved for payment. Trustee Clinch moved to pay the bills, seconded by Trustee Gudat
followed by a unanimous “Aye” voice vote. Motion passed unanimously.
Adjournment: There being no further business to come before the board, Trustee Molohon to adjourn, seconded by Trustee Gudat, followed by a unanimous “Aye” voice vote. The meeting adjourned at 7:25 PM.
