Board of Trustees
The Board of Trustees met at the Medina Township Office
located at 10628 N. Galena Road, Mossville, Illinois on January 17th, 2018
Purpose: Regularly Scheduled Board Meeting
Present:
John H. Dawson, Supervisor
Shawn E. Garner, Clerk
Mike Molohon, Trustee
Richard Clinch, Trustee
Adam Gudat, Trustee
Absent: Cam Parr, Trustee
Other Officials and Township Staff Present: Frank Sturm II, Road Commissioner
Others In Attendance: 2 residents.
Call To Order: Supervisor Dawson followed by pledge of allegiance to the flag called the meeting to order at 7:00 PM.
Minutes:
Clerk, Garner, presented the minutes of the Regular Board Meeting held April 11th, 2018. Supervisor Dawson moved to approve, as presented, seconded by Trustee Molohon; followed by a unanimous “Aye” voice vote.
Community Policing Report: Deputy Rial met with resident to discuss issue of tractor trailer parking on roadway near Ashton Park. Deputy spoke with developer who will pursue as a civil matter.
Public Input:
Supervisor Dawson asked for public comment and recognized Josh Benway with MMYBSA. He advised that a documentary crew is filming the Brad Wallin Memorial Tournament over a period of 10 days. It is anticipated that 15,000 people will attend tournament. He also extended thanks to road district for removing bridge near the park in prompt manner.
Correspondence & Reports
Supervisor, John Dawson:
- Investment Report: The Investment Report ending on May 9th, 2018 was accepted as presented by the board.
- We have responded to FOIA request working with our counsel. Materials were provided within 10 days to requester.
Road Commissioner, Frank Sturm, II:
- Planning on doing street tour this Friday.
- Currently, the crew is submitting their time electronically with T-Sheets and with regular timesheets. Everything is going great so far.
- A couple of years ago, we found out that the former owner of Last Chance Bar/Restaurant in Alta, built a parking lot on our right of way. The new owner’s attorney and ours have been working on a license agreement that will allow them to use the parking, but hold the township harmless. It should be ready for signatures this Friday.
- Any thoughts on restricting construction vehicles and trailers and tractor-trailer parking on residential streets?
- I called the state about salt order form. Waiting for call back.
- We did the spring leaves pick-up in April. Took two days. A lot more leaves out this year.
- Draft budget has been on display since beginning of May. RAS has reviewed it and made some comments.
- Tree of Resthaven needs to be addressed by property owner.
Assessor, Mark Brabant:
Not present to present report.
Plan Commission, Brady Miller, Chairperson:
Not present to present report.
Trustees:
Trustee Clinch toured the township and commented on condition of property in the Lanes. Supervisor Dawson advised that township has been working with county to address issues.

New Business
Grant Request Mossville Fall Festival/Fireman’s Breakfast: Supervisor Dawson presented grant request. After discussion, Supervisor Dawson moved to table request until June meeting, seconded by Trustee Clinch followed by a unanimous “Aye” voice vote.
Medina Park Use Contracts: Supervisor Dawson recognized Clerk Garner who presented Medina Park Contracts for Use. Clerk Garner presented agreement for Brad Wallin Memorial Tournament for the period of May 30 to June 3, 2018 accompanied by certificate of insurance. Clerk recommended approval of agreement. Motion made by Trustee Clinch to approve Brad Wallin Memorial Tournament agreement, seconded by Trustee Gudat, followed by a unanimous “Aye” voice vote.
Sheriff patrol at park during tournament: Supervisor Dawson spoke with Deputy Rial about police patrol during weekend of Brad Wallin Memorial Tournament. Following discussion, a motion was made by Trustee Clinch to approve agreement for extra patrol from 8:00 AM until 8:00 PM at $40 an hour during weekend of Brad Wallin Memorial Tournamant, seconded by Trustee Gudat. Supervisor Dawson called for roll call vote with Supervisor Dawson and Trustees, Gudat, Molohon, and Clinch voting aye. Motion passed unanimously.
Pay Township Bills
Township/Road District Bills Audited: All bills of the Town and the Road District were audited and approved for payment. All bank accounts were reconciled and found to be in order. Trustee Clinch moved to pay the bills, seconded by Trustee Gudat followed by a unanimous “Aye” voice vote.
Adjournment: There being no further business to come before the board, Supervisor Dawson moved to adjourn, seconded by Trustee Molohon, followed by a unanimous “Aye” voice vote. The meeting adjourned at 7:39 PM.
