The Medina Township Board of Trustees Monthly Meeting

Purpose: Regularly Scheduled Board Meeting

Call To Order: Supervisor Shawn Garner called the meeting to order at 6:00 pm
Approval of Minutes: Clerk Mary Sundermeyer presented the minutes from the regular board meeting held on April 12, 2023. Shawn made a motion to approve the minutes. Cindy Greene seconded. The minutes were approved by a unanimous voice vote.
Community Policing Report:
Deputy Ben Davison gave the report for April 2023. There were 82 reports made involving 47 reports of 17 original reports of crimes. There were also 53 traffic stops made.
Public Input:
Don Aderman –He is very concerned about the trees and stumps on the right of way on Poplar St. The tree is very large and is in very bad shape. Don showed the pictures of the tree in question. He has also talked to Ameren and has gotten nowhere. The road also has many potholes. Many of his neighbors have called and did not get a response. Communication with the township and the road commissioner is poor.
Frank Sturm said that this tree is on the list of trees that will be taken down. He had not received the residents’ messages until recently. Shawn and Frank will work out a system to improve messaging. The road district is still working on filling potholes in the township and has a few more weeks of work to complete the task.

New Business:
Shawn received a Park Agreement for the Brad Wallin Memorial Tournament. No Certificate of Insurance (COI) was received. This needs to be submitted with the Park Agreement. Shawn made a motion to approve this Agreement pending receipt of the COI. Mike Molohon seconded. The motion was approved by a unanimous voice vote.
Shawn introduced Luke Harvey who has been nominated to fill out the remainder of Frank Gerke’s term as Trustee. Frank moved out of the township. Luke meets the requirements of the position. Shawn moved that Luke Harvey be appointed as a Trustee for the remainder of Frank Gerke’s term. Cindy Greene seconded. The motion was approved by a unanimous voice vote.
Shawn discussed the purchase of land to add to the Medina parkland trail. Shawn made a motion to purchase A 35 foot portion of land off of Singing Woods Rd. for $3000 plus surveying and closing costs. Closing would be on June 5th. Mike seconded. Mary took a roll call vote: Shawn – Aye, Cindy – Aye, Mike – Aye. The motion carries.
Shawn will begin negotiations with Fenceline for a 35 foot strip of land off Singing Woods Rd. to add to the Medina parkland trail. The land is going for around $1100 per acre and Shawn estimates we will need to buy approximately 2 acres. Shawn made a motion to purchase land. Mike seconded. A roll call vote was taken: Shawn – Aye, Mike – Aye, Cindy – Aye. The motion passes.
Shawn discussed land off Mossville Road owned by the Thomas family. He will look into buying 3 acres and will negotiate a price for this. The current trail in this area is only a width of 15 feet. Ideally, it should be 30-35 feet. Shawn will investigate possible purchase of this land to add to the Medina Trail.

Supervisor Shawn Garner:
- Investment Report: the report ending on May 10 was previously presented to the board.
- There are no General Assistance cases.
- There are no cases before the Plan Commission.
- Has secured a bond to accept fill at the adjoining property which is a potential site for a township office. Shawn will turn the bond in at the County Clerk’s office.
- The budget and appropriation Ordinance will be available for inspection at the township office for the next month during office hours.
- A meeting will be held on May 17th for the Committee on Local Government Efficiencies. 2 residents need to be present.
Road Commissioner: Frank Sturm
- Crews have been filling potholes and will continue this for 2-3 more weeks.
- Had several trees to clean up after Sunday night’s storm. Crews working on clean up on Monday and Tuesday. Residents of the township can bring tree debris to the township garage but not trees or trunks.
- Spring leaf pick up has been completed. This took 2 days instead of the usual 1 day.
- Have planned to do the annual street tour next week to plan the maintenance program. The program will probably be less than last year’s program due to funding issues.
Assessor: Mark Brabant – Tax bills have been sent out. There will be a general assessment in August and that will raise assessments about 5% or more.
Plan Commission: Jim Manning – The Wine Bar/Smoke Shop proposed for the Lake of the Woods plaza has been approved. This area is zoned commercial.
Trustees: None
Township/Road District Bills:
Cindy made a motion to pay the bills of the township. Mike seconded the motion. The motion was approved by a unanimous voice vote.
Adjournment:
Mike Molohon made a motion to adjourn and Cindy seconded it. The motion passed unanimously. The meeting was adjourned at 6:59 pm.
