The Board of Trustees met at the Medina Township Office 

located at 10628 N. Galena Road, Mossville, Illinois on October 14th, 2020 Purpose: Regularly Scheduled Board Meeting

Call To Order: Supervisor Dawson called the meeting to order at 6:00 PM. 

Minutes: 

Clerk, Garner, presented the minutes of the Regular Board Meeting held September 9th, 2020. Supervisor Dawson moved to approve, as presented, seconded by Trustee Clinch; followed by a unanimous “Aye” voice vote. 

Community Policing Report: 

No report. 

Public Input: 

Supervisor Dawson recognized resident, Tim Clusky, who questioned when the line near his residence would be cleared. Road Commissioner advised the line was cleared, and no further action is being taken at this time. 

Correspondence & Reports 

Supervisor, John Dawson: 

  1. Investment Report: The Investment Report ending on October 14th, 2020 was previously presented to board. 

Road Commissioner, Frank Sturm, II: 

  1. New Tarps were delivered and installed on the salt stockpile. 
  2. We received all of the parts for the leaf vacs. We will start prepping vacs next week. New tires are needed for one of the machines. 

Leaves are coming down early and fast this year. We might try to start pick-up a couple of days earlier. 

  1. We have been filling potholes for the last couple of weeks. 
  2. We have a culvert lining project out for bid. One is in Lake of the Woods and one is in Cedar Bluff Estates. Bid opening is scheduled for 10/29/20. 

Assessor, Mark Brabant: 

No report. 

Plan Commission, Chairperson Manning: 

No report. 

Trustees: 

Trustee Parr asked that we provide update to Gary Zwicky. Supervisor will follow-up with township counsel.

Discuss and vote on salaries for next term for elected officials: 

Supervisor Dawson advised that per Illinois Statute 60 ILCS 1/65-20(a), the township board needs to set elected official salaries before November 18th. Supervisor Dawson presented Resolution Twn-2020-02 for the board consideration. After discussion, the salaries for township officials were proposed as follows: 

Supervisor’s Salary: Trustee Clinch made motion to maintain Supervisor ‘s salary at current level, seconded by Trustee Parr. A roll call vote was taken by Clerk, Garner, with Supervisor, Dawson, Trustees, Parr, Gudat, Molohon, and Clinch voting “Aye”. The motion unanimously passed. Effective for each of the following years: (May 17, 2021 – May 16, 2022) – $38,000; (May 16, 2022 – May 15, 2023) – $38,000; (May 15, 2023 – May 13, 2024) – $38,000; (May 13, 2024 – May 19, 2025) – $38,000. 

Road District Treasurer Salary: Trustee Parr made motion to maintain Road District Treasurer’s salary at current level, seconded by Trustee Gudat. A roll call vote was taken by Clerk, Garner, with Supervisor, Dawson, Trustees, Parr, Gudat, Molohon, and Clinch voting “Aye”. The motion unanimously passed. Effective for each of the following years: (May 17, 2021 – May 16, 2022) – $ 1,000; (May 16, 2022 – May 15, 2023) – $1,000; (May 15, 2023 – May 13, 2024) – $1,000; (May 13, 2024 – May 19, 2025) – $1,000. 

Township Clerk salary: Trustee Clinch made motion to maintain Township Clerk‘s salary at current level, seconded by Trustee Gudat. A roll call vote was taken by Clerk, Garner, with Supervisor, Dawson, Trustees, Parr, Gudat, Molohon, and Clinch voting “Aye”. The motion unanimously passed. Effective for each of the following years: (May 17, 2021 – May 16, 2022) – $12,000; (May 16, 2022 – May 15, 2023) – $12,000; (May 15, 2023 – May 13, 2024) – $12,000; (May 13, 2024 – May 19, 2025) – $12,000. 

Trustees Salary: Supervisor Dawson made motion to maintain Trustee‘s salary at current level, seconded by Trustee Molohon. A roll call vote was taken by Clerk, Garner, with Supervisor, Dawson, Trustees, Parr, Gudat, Molohon, and Clinch voting “Aye”. The motion unanimously passed. Effective for each of the following years: (May 17, 2021 – May 16, 2022) – $150 per scheduled meeting; (May 16, 2022 – May 15, 2023) – $150 per scheduled meeting; (May 15, 2023 – May 13, 2024) – $150 per scheduled meeting; (May 13, 2024 – May 19, 2025) – $150 per scheduled meeting. Trustee salary will be paid per scheduled meeting even if not in attendance. 

Assessor Salary: Supervisor Dawson made motion to maintain Township Assessor‘s salary at current level, seconded by Trustee Molohon. A roll call vote was taken by Clerk, Garner, with Supervisor, Dawson, Trustees, Parr, Gudat, Molohon, and Clinch voting “Aye”. The motion unanimously passed. Effective for each of the following years: (January 1, 2022 – January 1, 2023) – $33,500; (January 1, 2023 – January 1, 2024) – $33,500; (January 1, 2024– January 1, 2025) – $33,500; (January 1, 2025 – January 1, 2026) – $ 33,500. 

Tax Collector Salary: Supervisor Dawson made motion to maintain Township Tax Collector‘s salary at current level, seconded by Trustee Parr. A roll call vote was taken by Clerk, Garner, with Supervisor, Dawson, Trustees, Parr, Gudat, Molohon, and Clinch voting “Aye”. The motion unanimously passed. Effective for each of the following years: (January 1, 2022 – January 1, 2023) – $1.00; (January 1, 2023 – January 1, 2024) – $1.00; (January 1, 2024– January 1, 2025) – $1.00; (January 1, 2025 – January 1, 2026) – $1.00. 

Highway Commissioner Salary: Supervisor Dawson made motion to maintain Highway Commissioner’s salary at current level, seconded by Trustee Molohon. A roll call vote was taken by Clerk, Garner, with Supervisor, Dawson, Trustees, Parr, Gudat, Molohon, and Clinch voting “Aye”. The motion unanimously passed. Effective for each of the following years: (May 17, 2021 – May 16, 2022) – $56,000; (May 16, 2022 – May 15, 2023) – $56,000; (May 15, 2023 – May 13, 2024) – $56,000; (May 13, 2024 – May 19, 2025) – $ 56,000. 

Supervisor Dawson made motion to approve Resolution TWN-2020-02 setting compensation of township officials for the four year term beginning on May 17, 2021 as presented, seconded by Trustee, Molohon. A roll call vote was taken by Clerk, Garner, with Supervisor, Dawson, Trustees, Parr, Gudat, Molohon, and Clinch voting “Aye”. The motion unanimously passed. 

Quote on park field update and repair: 

Supervisor Dawson presented bid from Turf Solutions Group. Board will review bid with business tabled. 

Discuss and adopt the capitalization policy: 

Supervisor Dawson presented proposed capitalization policy under Resolution TWN-2020-01. After discussion, Resolution was tabled to address language in policy with township accountant. 

Modify prompt payment vendor list: 

Supervisor Dawson made motion to remove Humana and replace with United Health Care to Appendix A Rev. 6, seconded by Trustee Molohon, followed by a unanimous “Aye” voice vote. 

Pay Township Bills 

Township/Road District Bills Audited: All bills of the Town and the Road District were approved for payment. Trustee Clinch moved to pay the bills, seconded by Trustee Gudat followed by a unanimous “Aye” voice vote. Motion passed unanimously. 

Adjournment: There being no further business to come before the board, Trustee Molohon to adjourn, seconded by Trustee Gudat, followed by a unanimous “Aye” voice vote. The meeting adjourned at 6:39 PM.
