The Board of Trustees met at the Medina Township Office
located at 10628 N. Galena Road, Mossville, Illinois on April 11th, 2017
Purpose: Regularly Scheduled Board Meeting

Other Officials and Township Staff Present: Frank Sturm II, Road Commissioner – Mandy Forbis, Office Manager
Others In Attendance: 2 residents attended.
Call To Order: The meeting was called to order at 7:00 PM by Supervisor Dawson followed by pledge of allegiance to the flag.
Minutes:
Clerk, Garner, presented the minutes of the Regular Board Meeting held March 8th, 2017. Supervisor Dawson moved to approve, as presented, seconded by Trustee Molohon; followed by a unanimous “Aye” voice vote with Trustee Clinch abstaining
Clerk, Garner, presented the minutes of the Annual Town Audit and Annual Board Meeting held March 29th, 2017. Trustee Clinch moved to approve, as presented, seconded by Trustee Gudat; followed by a unanimous “Aye” voice vote with Trustee Parr abstaining.
Community Policing Report: Deputy Rials advised that Bike Patrol starts on May 1st. Group of burglary suspects were spotted in rural Peoria County so residents in isolated areas should remain vigilant. Supervisor Dawson asked that Deputy contact resident to discuss noise issue from off-road vehicles at adjacent property.
Public Input:
Supervisor Dawson opened floor for public input. He recognized Tom Stieghorst who reported sign is down and needs re-installed at Brookview Road. Also, he reported potholes need addressed in sub-division with large hole at Fairview and Brookview.
Correspondence & Reports
Supervisor, John Dawson:
- Investment Report: The Investment Report ending on April 11th, 2017 was accepted as presented by the board.
Road Commissioner, Frank Sturm, II:
- Ordered 500 tons of salt for 2017-2018. Have approximately 700 tons in dome and 800 in storage at Cargill.
- Will do tour of streets soon to establish 2017 maintenance program.
- Received request to make intersection of Blackberry and Eva a three way stop. County highway department agreed. A lot more cut thru traffic since Schnucks opened. Still waiting on jurisdictional transfer from city.
Assessor, Mark Brabant:
Not present to present report.
Plan Commission, Brady Miller, Chairperson:
Not present to present report.
Trustees:
Trustee Molohon advised that ongoing issue with lightning at Route 29 and Cedar Hills Drive. After numerous calls from Road Commissioner, issue has been addressed by the State.
Old Business
Discuss and consider Medina Park building modification request to alarm system by MMYBSA: Supervisor Dawson reported camera and alarm are active. Supervisor Dawson securing cost for high-speed internet service from Comcast.
Discuss Medina Park Fence Extensions: Supervisor Dawson and Trustee Molohon met with Hohulin Fence Co. fence extension can be completed for $4,700. Repairs are proceeding.
New Business
Bike Patrol: Trustee Molohon made motion to purchase hitch and bike rake to enable county vehicle to transport bikes for township patrol with cost not to exceed $1,500, seconded by Trustee Gudat. Supervisor Dawson directed clerk to take roll call vote. Roll call vote was taken by Clerk, Garner, with Supervisor Dawson and Trustees, Parr, Gudat, Molohon and Clinch voting “Aye”. The motion passed unanimously.
Approval of Medina Park use contracts:
The contract for Medina Park use by Medina Mossville Youth Baseball and Softball was presented. Park agreement and certificate of insurance were found to be in order by clerk. A motion was made by Trustee Parr, seconded by Trustee Gudat; followed by a voice vote. The motion passed with a unanimous “Aye” voice vote.
The contract for Medina Park use by The Pre-Season Classic was presented for approval. Park agreement and contingent on certificate of insurance being corrected as specified were found to be in order by clerk. A motion was made by Supervisor Dawson, seconded by Trustee Parr: followed by a unanimous “Aye” voice vote. The motion passed.
Approve Resolution on IMRF: Supervisor Dawson presented resolution relating to participation by elected officials in the IMRF to meet state mandate. After discussion, motion to accept Resolution Res-Twn-2017-01 was made by Trustee Molohon and seconded by Trustee Gudat: followed by a unanimous “Aye” voice vote.
Approve Police Contract: Supervisor Dawson presented intergovernmental agreement for police services. After discussion, Trustee Clinch made motion to approve intergovernmental agreement, seconded by Trustee Parr. Supervisor Dawson directed clerk to take roll call vote. Roll call vote was taken by Clerk, Garner, with Supervisor Dawson and Trustees, Parr, Gudat, Molohon and Clinch voting “Aye”. The motion passed unanimously.
Pay Township Bills
Township/Road District Bills Audited: All bills of the Town and the Road District were audited and approved for payment. All bank accounts were reconciled and found to be in order. Trustee Clinch moved to pay the bills, seconded by Trustee Parr followed by a unanimous “Aye” voice vote.
Adjournment: There being no further business to come before the board, Trustee Molohon moved to adjourn, seconded by Trustee Clinch: followed by a unanimous “Aye” voice vote. The meeting adjourned at 8:17 PM.
